Matthew Kennedy opened the meeting at 7:00 p.m.

The Applicant has not submitted any additional information on conditions of the wetlands or the stormwater system. Rob Lowell made a motion to grant an extension of time for the Order of Conditions to June 5, 2013, Luke Boucher seconded the motion, all were in favor 4-0.

Michael Krikonis entered the meeting 7:05p.m.

Anthony Costello recused himself for the Oak Hill Definitive subdivision hearings due to his membership on the White Oak Conservation Society.   Winter Ridge intends to grant ownership of the open space parcel to White Oak.    

NOTICE OF INTENT   - DEP File # 183-572 Oak Hill Definitive Subdivision - Winter Ridge Limited Partnership – The public hearing was opened.  Michael Dryden and Paula Thompson gave an overview of the project.  Matthew Kennedy asked where ground water was encountered at the infiltration basins.  A portion of the basins will have to be filled to obtain two feet of cover over ground water.  Matthew Kennedy questioned whether the two feet of separation was required to be virgin soil.  No one was aware of this requirement, but both the Applicant and the Agent will investigate the requirement.  The pond interior to the development lots is a detention pond and the other three are infiltration basins.  

Town staff has requested the gravel emergency access be converted to a paved public one way access, the stormwater will be treated by a deep sump catch basin and stormceptor.  

There is a utility easement for water and sewer from the development to January Lane, there will be 10” of gravel covered by loam and seed.  The cross country utility installation requires a wetland crossing, the Applicant is proposing to directionally drill the utilities through the 25’ no disturb zone and the wetland.   The DEP Water and Sewer Superintendant requested the length of directional drilling be reduced, as a result the applicant requested the Commission allow utility installation upto the wetland line.  The Commission did not have issue with the additional disturbance but would like to conduct a site visit of the area.  

Matt Kennedy requested the emergency spillway for all the ponds be relocated out of the fill.  The Commission requested 24” x 36” plans for the wetland crossings.

The applicant did not account for roof recharge.

The Commission scheduled a site visit for May 14, 2013 at 4:00 p.m.  

The public hearing was continued to the June 5, 2013 meeting.  

Ken Strom made a motion to approve the March 6, 2013 minutes, Robert Lowell seconded the motion, Matthew Kennedy recused himself, motion passed 5-0
